> Every role in the organisation by name, for choosing one: sharing with it, scoping something to it, or naming it as an approver. Readable by everybody in the organisation.

It says nothing about what a role grants or who holds it; that is role_settings, for somebody who
administers roles. is_external marks a role that makes its holder somebody another company employs.
held_only_by_service_accounts is true when the role has holders and every one of them is a service
account, which a picker choosing whom to share with or ask for a signature leaves out.
