# Raise a cost overrun on an approval note (see capex_approval_notes, whose may_raise_cost_overrun says whether you may).

Refused with OVERRUN_NOT_RAISABLE until the note is approved (note_status APPROVED). A note may have several overruns, and every call raises a new one, numbered one more than the last raised in your organisation: overrun_no in the answer, the SL on capex_cost_overruns. A new overrun starts with overrun_type COST, and policy_modification, supplementary_information and annexures saying None. Returns the overrun's id.
