> A person's default location: the site and place chosen for them, whether that choice still holds, where their new forms will actually start and why, and the sites and places that may be
chosen.

Requires admin.user.view. `home_source` is CHOSEN; OWN, ROLE or ALL when nothing was chosen and only
one site could have been (the one site granted to them, the one their roles cover, or the
organisation's only site); WORKFORCE (the site their technician record says they are based at); and
null when none of these holds. Each choice's `source` is OWN (granted to them), ROLE (their
roles cover it, because nothing is granted to them personally) or ALL (nothing narrows them).
