> Change one site — its name, address, city, coordinates (`latitude` and `longitude`), `timezone` (an IANA name such as Asia/Tashkent) or whether it `is_active` — and answer its custom fields, with the same permission, rules and history as the Site screen. `p_values` holds only the fields to change, keyed by field name; `p_custom_fields` holds answers keyed by field key. A site's `code` is fixed once it exists and is refused here.

`p_row_version`, when sent, refuses the change if somebody else saved the site first. Reference
fields such as `country_id` take an id, which `list_options` finds by name.
