Replace the rules that choose the library checklist answered as a booked asset goes out (CHECK_OUT) and comes back (CHECK_IN). Each names its phase and a checklist ticked for it, and may narrow it by asset status code, asset category and site. An empty list asks for no checklist anywhere.
