Decide the approval step an emailed decision link is for, as the person it was sent to and under their own authority: APPROVE, REVISE (send it back to whoever raised it for revision), SEND_BACK (roll it back to the level before) or REJECT. Called without a session; the token from the email is the credential. Every rule the Approvals screen applies is applied here and refused in the same words: a note is required to send back for revision, roll back or reject, and a request whose kind cannot be corrected by its initiator is not sent for revision. The answer carries the request’s display_status and its initiator. The link is spent by the first decision that succeeds.
