Announce a picture or PDF for one of a cost overrun’s documents and get somewhere to put it.

PNG, JPEG, GIF or WebP up to 10 MB, or a PDF up to the deployment’s file limit, for an overrun you may change now (see may_edit on capex_cost_overruns). The file belongs to nothing until the overrun is saved with it in a document, and only its uploader can read it until then.
