Turn down a submitted plan, with the reason, at the step of its approval that is waiting on you. The step is decided as a rejection, every other step stops, the person who submitted it is told, and the plan goes back to draft carrying the reason so it can be put right and submitted again, even once its year’s planning window has closed. Refused with NOT_YOURS unless a pending step names you in your own right; a delegate turns a plan down from the approval request instead, saying whose authority they use (api.decide_task). NOT_WITH_APPROVERS when nothing is holding the plan, and ALREADY_APPROVED once its approval has been given.
