Not an internal sign-off. The decision belongs to the company the claim was sent to, and this is the buyer’s note of it — so it may be backdated to the day the answer arrived, and a supplier login may not write it. A refusal records nil approved rather than nothing, which is what takes it off the outstanding column. Re-decidable until the claim is settled, and every answer leaves a row in the claim’s history.
