Stock handed to a person, a project, a department, a cost centre or an asset, with how much of

each issue is still out.

quantity_outstanding is the issue less every return that names it and less whatever was used up, so it falls as stock comes back or is written off as consumed without anything having to close the row. Stock issued as used up is never outstanding. Issues against a work order, a booking or a purchase request are not here: each belongs to the record it was raised from.
