Sites, locations and the organisation

Sites with what stands on them, who answers for them, and whether their working week is

configured at all.

site_head_user_id and alternate_site_head_user_id are the two accounts responsible for everything at the site: they are what a workflow node naming SITE_HEAD or ALTERNATE_SITE_HEAD resolves to, and what a notification addressed to either reaches. Both are null on a site nobody has named a head for, and nothing stands in for them — an approval step that resolves to nobody waits, which is visible, where a silent fallback would not be.
