Statuses and transitions
Start a new lifecycle for a register as a copy of one it already runs: the default one when no source is named.
Everything is copied: every status with its flags, every move with who may make it and what it asks, and the statuses’ translations. Codes are kept, so a rule or a report that names a status by its code reads the copy the way it reads the original. The new lifecycle applies nowhere until it is assigned to a site, a business unit or a type of record.
