Verification

Add a find to the asset register.

Add a find to the asset register. The asset is created with the same numbering, rules and required fields as the Assets screen, from what the auditor described plus anything in p_values, which wins. The label on it is attached to the new asset, its photographs are linked to it, and the round gets a line recording it as found. Refused where adding an asset needs approval.

Pass p_asset_id instead to name an asset that already exists — one just added through the asset form, or one the register had all along whose label had come off.
